Bank accounts are frozen, probate hasn't started, and the funeral director needs payment. The Territory has several funding pathways, but you need to know the right sequence to avoid taking on personal debt unnecessarily.

Step 1: Direct Bank Release

Before anything else, approach the deceased's bank. NT banks will typically issue a cheque directly to the funeral company — not to you — from the deceased's frozen accounts. You'll need:

  • A funeral quote from the funeral director
  • A doctor's certificate of cause of death (or interim medical certificate)
  • Your identification

You don't need the official BDM death certificate for this step, which is important because NT BDM takes a minimum of 10 business days to process certificates. The interim medical certificate is usually sufficient for banks.

Under NT law, funeral costs hold ultimate priority over all other unsecured debts. This means the bank can legally release funds for funeral expenses ahead of any other claims on the estate.

Step 2: Statutory Compensation (If Applicable)

If the death resulted from specific circumstances, dedicated compensation schemes cover funeral costs:

Motor vehicle accident: The MAC scheme (via TIO) covers funeral expenses up to 5.2 times the Average Weekly Earnings — approximately $10,020. Contact [email protected] with the funeral invoice and accident details.

Workplace fatality: NT WorkSafe covers funeral costs up to 20% of the annual equivalent of AWE — approximately $20,040. Submit through the employer and NT WorkSafe.

NT Government employee: The NTGDIS may cover funeral expenses as part of the death benefit package.

Veterans: DVA provides a funeral benefit of up to $2,000 for eligible veterans and war widows/widowers. Contact DVA on 1800 VETERAN.

Step 3: Land Council Funeral Grants

Aboriginal families connected to Land Council regions can access dedicated funeral grants:

  • Central Land Council (CLC): Grants up to $5,500 toward funeral costs. Apply through [email protected] with a professional funeral quote.
  • Northern Land Council (NLC): Grants up to $3,000 for funeral expenses. Contact the NLC directly.

These grants require an itemised funeral quote before approval. They can be used alongside other funding sources — receiving a CLC grant doesn't disqualify you from a bank release or statutory compensation.

Step 4: The Indigent Persons Funeral Scheme

If the estate is entirely insolvent and the family cannot contribute, the Public Trustee can apply to the Coroner's Office for assistance under the Indigent Persons Funeral Scheme. This covers the cost of a basic burial or cremation.

Important caveat: If money is subsequently recovered into the estate (from asset sales, insurance payouts, or benefit claims), the estate must repay the scheme before distributing to beneficiaries. It's effectively a loan of last resort, not a grant.

What About Low-Income Families?

If you're on a low income but don't qualify for the specific schemes above, options include:

  • Centrelink bereavement payment: The surviving spouse may receive a lump sum equivalent to up to 14 weeks of the combined couple's pension rate. While not labelled as funeral assistance, this can be used toward funeral costs.
  • Funeral payment plans: Most NT funeral directors offer payment plans. Get the terms in writing before committing.
  • Simple funerals: Direct cremation services cost significantly less than traditional funerals. Some providers operate territory-wide.

The Right Funding Sequence

Don't sign personal guarantees with funeral directors until you've explored every available funding source. The optimal sequence:

  1. Bank release (fastest, no application process)
  2. Statutory compensation if applicable (MAC, WorkSafe, DVA)
  3. Land Council grants if eligible
  4. Centrelink bereavement payment
  5. Indigent Persons Funeral Scheme (last resort)
