How to Manage an Estate in Israel from the US or UK
Managing a deceased relative's estate in Israel while living thousands of miles away is one of the most common scenarios English-speaking families face. The parent who made aliyah decades ago, the uncle who retired to Netanya, the sibling who lived in Tel Aviv — when they die, the family abroad inherits the administrative burden alongside the assets.
The good news: Israel's estate system has moved substantially online. The bad news: several critical steps still require physical presence or a local representative.
What You Can Do Remotely
File the probate petition online. The Inheritance Registrar's digital portal accepts petitions from anywhere in the world. You'll need the deceased's Israeli identity number, a digital death certificate, and the original will (which must be physically deposited within 7 days of the digital filing — this is the first catch).
Monitor the 14-day objection window. Once the petition is published in the Official Gazette (Reshumot), you can track whether objections are filed through the portal.
Download the Probate or Succession Order. The final order is issued as a digitally signed PDF that Israeli banks, the Land Registry, and pension funds accept electronically.
File Bituach Leumi claims. Survivors' pension applications can be submitted by mail or through the National Insurance website, though processing may require follow-up calls to the *6050 hotline.
What Requires Boots on the Ground
Depositing the original will. The Inheritance Registrar requires the physical original within 7 days of filing. Someone in Israel must hand-deliver it to the Registrar's office during restricted hours (Monday and Wednesday, 08:30–12:30, by appointment).
Vehicle registration transfer. Inherited vehicles must be transferred in person at the Ministry of Transport Licensing Bureau. Online vehicle transfers are restricted to transactions between living citizens.
Bank account unfreezing. While some banks accept digitally signed court orders, many require an in-person visit with original identification to release frozen accounts. Joint account disputes almost always require physical presence.
Land Registry (Tabu) transfers. Registering inherited property requires signed transfer deeds and in-person submission at the Tabu office, along with municipal tax clearances.
The Power of Attorney Solution
The standard tool for remote estate management is an Irrevocable Power of Attorney (Yipui Ko'ach Bilti Chazer) granted to a local Israeli attorney or trusted relative.
A critical distinction: standard power of attorney expires immediately upon the principal's death. You cannot use a POA that the deceased gave you during their lifetime to manage their estate after death — executing transactions on a dead person's account using their POA is unlawful.
What you need instead is a power of attorney from the heirs to a local representative, granted after the death. This authorises the representative to:
- File and manage the probate petition
- Deposit the physical will
- Interface with banks, pension funds, and the Tax Authority
- Attend Tabu and Licensing Bureau appointments
- Sign transfer deeds on behalf of absent heirs
The POA must be signed before a notary public or Israeli consul in the heir's country of residence, then apostilled for use in Israel. Israeli consulates in major US and UK cities can authenticate these documents directly.

- When it's 9:00 AM in New York, it's 4:00 PM in Israel — government offices close within an hour
- UK callers have a more workable overlap: 10:00 AM London is noon in Israel
