The Federal Competition and Consumer Protection Act (FCCPA) 2018 gives Nigerian consumers specific protections — but most families have no idea these rights exist, let alone how to exercise them during a bereavement crisis.
What the FCCPA Protects You From
The FCCPA prohibits several practices that are common in the Nigerian funeral industry:
Exploitative bundling. A funeral home cannot force you to purchase services you do not want as a condition of getting the services you do need. If you want mortuary storage and body transport but not the funeral home's casket, they cannot refuse the first two services unless you buy the third.

How to File a Complaint
If a funeral home engages in any of these practices, you can file a complaint with the Federal Competition and Consumer Protection Commission (FCCPC). The process:
- Document everything. Keep receipts, written quotes, text messages, and any written communication with the funeral home. If quotes were given verbally, follow up with a written request for confirmation.
- Attempt direct resolution first. Contact the funeral home's management in writing (email or formal letter) stating the specific issue and the resolution you are seeking.
- File with the FCCPC. If direct resolution fails, submit a complaint to the Federal Competition and Consumer Protection Commission. Include your documentation, timeline of events, and a clear statement of the practice you are challenging.
The reality is that most families do not pursue formal complaints during the acute grief period. But knowing these rights exist can strengthen your position in real-time negotiations with funeral service providers.
Practical Protections for Families
Beyond formal complaints, several practical steps protect families from overcharging:
Get itemized pricing in writing before committing. Any reputable funeral home will provide a written breakdown of costs. If they refuse, that itself is a red flag.
Separate the casket purchase. Caskets carry the highest markup in funeral home pricing. You are not legally required to buy the casket from the same funeral home providing other services.
Designate a financial negotiator. The person most emotionally affected by the death should not be the person handling financial decisions with the funeral home. Delegate this to a trusted relative or friend who can evaluate charges with a clearer head.
Compare at least two providers. Even a single phone call to an alternative funeral home gives you a reference point for pricing. Funeral homes compete on service quality and price — but only if families actually compare.
Ask about payment plans. Some funeral homes offer installment arrangements, which can prevent families from taking on high-interest debt to pay for a funeral upfront.
