The Kutipan Akta Kematian — Indonesia's official civil death certificate — is the single most important document you need after a death. Without it, banks will not release frozen accounts, courts will not process inheritance claims, the land office will not transfer property titles, and your embassy cannot complete its own death reporting.

For foreign nationals, the process involves a chain of four government offices, each requiring the output of the previous one. Here is the exact sequence.

Step 1: Get the Medical Death Verification

If the death occurred in a hospital, the attending physician issues a Surat Keterangan Pemeriksaan Kematian. Request this before leaving the facility — it is the foundation document everything else depends on.

For a home death, the local police (Polres) must first complete their investigation and a forensic autopsy may be required before this medical verification is issued.

Step 2: Obtain the RT/RW Community Letter

Take the medical verification to the neighborhood chief (Rukun Tetangga or RT) and community head (Rukun Warga or RW) where the deceased resided. They issue a local death confirmation letter — the Surat Keterangan Kematian RT/RW.

You will need to bring copies of the deceased's passport, visa (KITAS/KITAP), and the medical certificate. Two adult witnesses must be present.

This is a community-level administrative step with no official fee, though the process depends heavily on your local RT chief's availability and familiarity with foreign residents.

Step 3: File at the Kelurahan (Municipal Office)

The Kelurahan (village-level municipal office) takes the RT/RW letter and the hospital medical statements to issue a standardized municipal death record — the Formulir Pelaporan Kematian.

This form bridges the community-level documentation and the civil registry. Without it, Dukcapil will not process your application.

Step 4: Register at Dinas Dukcapil (Civil Registry)

The Dinas Kependudukan dan Pencatatan Sipil (Dukcapil) is the final office in the chain. Bring all documents from the previous steps plus:

  • Deceased's original passport and KITAS/KITAP
  • SKTT residence card (if applicable)
  • KTP/KK of the reporting family member (if an Indonesian spouse or relative is filing)
  • Form F-2.01 (the standard Dukcapil death reporting form)

Dukcapil issues the Kutipan Akta Kematian — your official death certificate.

The certificate is legally free of charge under UU 24/2013 (Indonesia's civil administration law). If any official demands payment for the certificate itself, they are requesting an unofficial fee. Nominal charges may apply only for late filings (more than 30 days after death).

Common Problems for Foreign Families

Name discrepancies across documents. Indonesian systems may have the deceased's name recorded differently on their KTP, KITAS, and passport. If there is a spelling variation, you may need a Surat Keterangan Beda Nama (name discrepancy clarification letter) from the local Kelurahan before Dukcapil will process the filing.

Missing SKTT or expired KITAS. If the deceased's residence documentation has lapsed, Dukcapil may initially refuse the filing. A Surat Pernyataan Tanggung Jawab Mutlak (SPTJM — an absolute responsibility statement) can substitute for certain missing documents, allowing the process to continue.

Filing from abroad. If no family member is physically in Indonesia, a locally appointed representative with a notarized Surat Kuasa (power of attorney) can file on your behalf at each step.

How Long Does It Take?

The entire chain — medical verification through final death certificate — takes five to fourteen days when everything goes smoothly. Hospital deaths are faster (no police investigation delay). Home deaths with autopsy requirements add a week or more.

The critical variable is local government capacity. Dukcapil offices in major cities like Jakarta and Denpasar process foreign filings regularly. Smaller regencies may have less experience with foreign nationals and take longer.

Once you have the Kutipan Akta Kematian, you can:

  • File for a CRODA (Consular Report of Death Abroad) with your embassy
  • Begin the bank account release process
  • Apply for a Certificate of Inheritance (Surat Keterangan Ahli Waris)
  • Start the property title transfer at BPN
  • Cancel the deceased's visa through immigration
