US Embassy Panama: Death Reporting, CRODA, and Federal Benefits

When a US citizen dies in Panama — whether a retiree, tourist, or long-term resident — the death must be reported to the US Embassy's American Citizen Services (ACS) unit. This triggers the issuance of a Consular Report of Death Abroad (CRODA), the document that makes the death legally recognized for all US purposes: probate courts, insurance claims, Social Security, and VA benefits.

Reporting the Death: Form DS-2060

Next of kin complete Form DS-2060 online to initiate the CRODA process. The consular officer verifies the information against the registered Panamanian death certificate, then issues the electronic CRODA (eCRODA).

The eCRODA contains a digital signature, timestamp, and official consular seal. It serves as the legally equivalent death certificate for all US proceedings.

If additional copies of the eCRODA are needed later, request them from the Department of State Passport Vital Records Section in Sterling, Virginia, using Form DS-5542 with a $50 fee.

Social Security Death Reporting

If the deceased was receiving Social Security benefits (retirement, disability, or supplemental), the death must be reported to the Federal Benefits Unit (FBU) at the embassy. Contact them directly at [email protected].

Social Security payments must be stopped — benefits paid after the date of death will be clawed back. The FBU coordinates the stop with the Social Security Administration.

Surviving Spouse Benefits Transition

A surviving spouse who was receiving benefits on the deceased's record needs to transition to survivor benefits. Enrollment in the International Direct Deposit Program requires completing Form SSA-1199-OP21, the Panama-specific version of the direct deposit authorization.

The FBU can help surviving spouses file for:

  • Survivor benefits (if eligible based on the deceased's work record)
  • Lump-sum death payment ($255, if eligible)
  • Medicare continuation (if the surviving spouse is enrolled)

VA Death Reporting

If the deceased was a veteran receiving VA benefits, report the death to the FBU with a specific email format. The subject line must read: "FB-VA Report of Death – FULL NAME OF DECEASED"

The email body must include:

  • Survivor's relationship to the deceased
  • Survivor's phone number
  • Deceased's Social Security number or VA claim number
  • Copy of the death certificate

Surviving dependents may be eligible for:

  • Dependency and Indemnity Compensation (DIC) — monthly payments to eligible survivors
  • VA burial allowance — partial reimbursement of funeral costs
  • Pension benefits — if the surviving spouse meets income thresholds

CSS Funeral Subsidy (Panamanian Social Security)

If the deceased was an active worker or retiree under Panama's Caja de Seguro Social (CSS), the family may also claim a funeral subsidy of B/. 300. This right prescribes exactly three years from the date of death — file within that window or the funds are permanently forfeited.

The application requires the CSS funeral subsidy form, the paid funeral home invoice, and identification documents.

Survivor Pensions from CSS

If the deceased contributed at least 36 monthly payments to CSS (with at least 18 in the last three years), surviving dependents may qualify for a monthly pension. The legal order of beneficiaries: surviving spouse, common-law partner (five years of cohabitation required), children under 18 (extended to 25 if in school), and disabled children indefinitely.
