The Two-Agency Cancellation Sequence
Step 1: Manpower Department Confirmation
The deceased's employer (the corporate sponsor) must notify the Regional Manpower Department (Dinas Ketenagakerjaan / Disnaker) of the death. This produces a Manpower Confirmation Letter that formally terminates the deceased's local employment contract.
The employer needs to submit:
- The corporate sponsor letter confirming the death
- A copy of the deceased's work permit (IMTA — Izin Menggunakan Tenaga Kerja Asing)
- The Kelurahan municipal forms from the death registration sequence
- The hospital medical statements
This step is the employer's responsibility, not the family's. But families should confirm it's been done, because the Manpower Confirmation Letter is required for the next step.
Step 2: Immigration Office — EPO Cancellation
The local Immigration Office (Kantor Imigrasi) must formally cancel the deceased's visa. For work visa holders, this means cancelling the limited stay permit (ITAS — Izin Tinggal Terbatas) or permanent stay permit (ITAP — Izin Tinggal Tetap).
The Immigration Office requires:
- A certified copy of the civil death certificate (Kutipan Akta Kematian) from Dukcapil
- Photographic proof of death
- The corporate sponsor letter
- The Manpower Confirmation Letter from Disnaker
Immigration issues an Exit-Permit Only (EPO) stamp that replaces the traditional visa. This stamp formally closes the deceased's immigration file and serves as the official "Return of Immigration Documents."
Why This Matters for Estate Settlement
The visa cancellation is Step 6 in Indonesia's 8-step death administration sequence — it comes after the civil death certificate (Step 5) and before the Consular Report of Death Abroad (Step 7). It matters because:
Dependent visa holders are affected. If the deceased was the primary visa holder and their spouse or children held dependent visas (ITAS 317), those dependents' visas are tied to the primary holder's employment authorisation. Once the primary holder's visa is cancelled, dependents may need to convert to a different visa category or leave Indonesia before their current stay period expires.
It closes the employer's liability. Until the work permit is formally cancelled, the sponsoring company remains technically responsible for the foreign worker under Indonesian manpower regulations. The cancellation paperwork releases this obligation.
It prevents future immigration issues. Indonesia's immigration system records are tied to the passport number. An uncancelled visa can create database conflicts that complicate future dealings with Indonesian authorities — a real issue if the family plans to visit Indonesia again or if the estate settlement process extends over many months.

There's no strict statutory deadline for visa cancellation, but practical timelines push families to act quickly:
- The Manpower Department notification should happen within the first week, as part of the employer's HR processes
- Immigration cancellation typically follows within the first month, once the civil death certificate has been issued
- For dependent visa holders, the urgency depends on their current visa validity — but converting or extending a dependent visa becomes significantly harder after the primary holder's visa has been cancelled

When the Deceased Wasn't on a Work Visa
For retirees on ITAS 319 (retirement visa) or ITAP holders, there's no employer or Manpower Department involved. The family handles Immigration directly, submitting the death certificate and requesting the visa cancellation. The process is simpler but still requires the complete Dukcapil death certificate — the medical or police statements alone won't suffice.
For tourists who die while on a visa-free entry or Visit Visa (B211), the Immigration notification is less formal, but the family should still notify the local Immigration Office to cleanly close the entry record.
