Children's Funeral Fund: Financial Help with Baby Funeral Costs

A private infant funeral can cost between $3,000 and $12,000 in the US, and £1,000 to £4,000 in the UK. That bill arrives at a moment when you're in no position to comparison shop or negotiate — and no parent should have to weigh their child's funeral against their rent.

Several government programs exist specifically to help. England's Children's Funeral Fund is one option; support and eligibility differ across Scotland, Wales, Northern Ireland, Australia, Canada, and the United States. Here's what to check in each place.

Children's Funeral Fund for England

The Children's Funeral Fund for England (CFFE) helps with funeral costs for a child under 18, including a baby stillborn after 24 weeks of gestation. The burial or cremation must take place in England. The fund is not means-tested, so income and savings do not affect eligibility.

What it covers:

• Burial fees
• Cremation fees, including the cost of a doctor's certificate
• A coffin, shroud, or casket costing up to £300

What it doesn't cover:

• Funeral director fees for services like transport, chapel use, or embalming
• Flowers, catering, or memorial items
• Headstones or grave markers

How to access it: The burial or cremation provider claims those fees directly. If you use a funeral director, you do not need to submit the claim yourself; the funeral director can also claim some other costs, such as a coffin. Claims must be made within six months of the funeral. Ask the provider which costs are covered before arranging them.

Many funeral directors also voluntarily waive or discount their own professional fees for infant funerals. Ask about this directly — it's common practice, but not all directors advertise it.

Scotland, Wales, and Northern Ireland

These nations have different support routes; England's CFFE does not apply to every funeral held elsewhere in the UK:

• Scotland: Local councils do not charge burial or cremation fees for children under 18, including stillborn babies. Families receiving certain qualifying benefits may also apply for Funeral Support Payment toward other funeral costs.
• Wales: Local authority and community council burial and cremation fees for children under 18 are waived. Families whose home is in Wales can receive a universal £500 contribution after registering the loss of a child under 18, including a stillbirth after 24 weeks.
• Northern Ireland: The Child Funeral Fund pays £3,441 as a one-off contribution for a child under 18 or a baby stillborn after 24 weeks. The person claiming must have accepted responsibility for the costs, the claim must be made within six months of the funeral, and the fund cannot be combined with another government funeral or bereavement payment.

United States

The US has no single federal program equivalent to the CFFE. Financial help is fragmented across state, local, and charitable sources:

• Hospital disposition (communal cremation): Many hospitals offer this at no cost. The hospital arranges cremation and typically holds a communal memorial service once or twice a year. Parents can attend but don't receive individual ashes. This option is available even if you can't afford a private arrangement.
• State-level assistance: Some states offer funeral assistance through their social services or victim compensation programs. The eligibility criteria and coverage vary widely.
• Charitable organizations: Local community organizations may offer direct financial assistance or connect families to funeral homes that offer discounted services. Ask what help is available in your area.
• GoFundMe and community fundraising: Crowdfunding has become a common mechanism for infant funeral costs in the US. Friends or family members typically set up and manage the campaign on behalf of the parents.

Australia

Australian states and territories handle children's funeral costs differently:

• Services Australia's Stillborn Baby Payment is a tax-free, one-off payment of $4,482.12 (as of July 2026) for eligible families after a stillbirth at 20 or more weeks' gestation or weighing at least 400g. Families who qualify for both it and Parental Leave Pay must choose between them; the payment has an income test. A separate Family Tax Benefit Bereavement Payment may apply after a neonatal death.
• Contact your state's Births, Deaths and Marriages registry and local support organizations to ask about funeral-cost help and discounted services.

Canada

• Provincial social assistance programs may provide funeral cost assistance for low-income families. Eligibility varies by province.
• The Canada Pension Plan (CPP) Death Benefit is available only when the deceased meets CPP's contribution requirements. The basic amount is $2,500, with a possible $2,500 top-up for eligible contributors (maximum $5,000); it is not a general infant-funeral grant.
• Ask local funeral homes whether they offer reduced-cost services for infant and child funerals.
