What the eCRODA Is and Why You Need It

The Consular Report of Death Abroad (CRODA, Form DS-2060) is the US government's official record that an American citizen died outside the United States. It serves the same legal function domestically as a US death certificate — banks, probate courts, insurers, and the Social Security Administration all recognise it.

Since June 2023, US Mission Australia issues CRODAs electronically (eCRODA). The document is a digitally signed PDF with an electronic seal from the certifying consular officer. The consulate emails it directly to the next of kin or estate representative, and you can print as many copies as needed.

This replaced the old paper CRODA process, which used to take up to six months via international mail. The eCRODA is emailed once the consulate receives and verifies the required documents.

Which Consulate to Contact

Australia has three US Consulates General with American Citizens Services (ACS) units:

• Sydney — covers NSW, Queensland, and the ACT
• Melbourne — covers Victoria, South Australia, and Tasmania
• Perth — covers Western Australia and the Northern Territory

Each provides an emergency line for after-hours reporting of the death of a US citizen. Contact the consulate in the jurisdiction where the death occurred.

Documents Needed for the eCRODA Application

The next of kin or executor must submit:

1. Original Australian BDM death certificate (or an Apostilled certified copy)
2. The deceased's US passport — the consulate cancels it, annotates it, and returns it
3. Form DS-5501 (Affidavit of Next of Kin) — completed by the closest surviving relative to establish legal authority
4. Proof of relationship — marriage certificate, birth certificate, or a will naming the executor
5. Photo ID of the applicant — the next of kin or legal representative submitting the application

The death certificate is the gating item. If the death is under coronial investigation and only an interim certificate is available, check with the consulate whether they can process the eCRODA using an interim certificate — practices vary.

What the Consulate Can and Cannot Do

The consulate can: issue the eCRODA, prepare Consular Mortuary Certificates for transporting remains, act as temporary conservator of personal effects, liaise with local Australian authorities on the family's behalf.

The consulate cannot: pay for burial, cremation, or repatriation (not a cent), act as your legal representative or executor, investigate the cause of death, or withdraw money from the deceased's bank accounts. These are hard limits, not flexibility — consular budgets simply don't cover private expenses.

Using the eCRODA in the United States

The eCRODA can be used with federal agencies, including the Social Security Administration for survivor benefit claims, but each institution may impose its own requirements. Many state agencies and financial institutions also accept it.

The catch: some local county banks and insurance companies have compliance policies requiring paper documents with raised seals. The eCRODA is a PDF — no physical seal exists. If an institution rejects the digital format, you can request a certified paper copy by submitting Form DS-5542 and USD 50 to the State Department's Passport Vital Records Section. Processing takes 4 to 8 weeks.

For filing Social Security survivor benefits, the eCRODA is one supporting document; SSA may also require identity and relationship documents and direct-deposit details. If the surviving spouse never applied because the now-repealed WEP or GPO provisions would have eliminated the benefit, they must file a new claim — the Social Security Fairness Act (signed January 2025) eliminated those offsets entirely.
