Hague Apostille Saudi Arabia: Legalizing a Death Certificate for Philippine Use

Saudi Arabia acceded to the Hague Apostille Convention in December 2022. This eliminated the multi-step consular legalization chain (the "red ribbon" process) that used to be required for Saudi documents to be recognized in the Philippines.

For families dealing with an OFW death in KSA, this cuts days off the document processing timeline — but many families and even some intermediaries still follow the old process out of habit. Here is how it works now.

What Changed

Before December 2022: A Saudi death certificate needed consular legalization — the document went from MOFA to the Philippine Embassy for authentication, then was sent to the DFA in Manila for a second authentication ("red ribbon"). Each step added days and fees.

After December 2022: Both Saudi Arabia and the Philippines are Hague Apostille Convention members. A Saudi Ministry of Foreign Affairs (MOFA) apostille is the only attestation needed. The apostilled document is directly valid in the Philippines — no embassy authentication, no DFA red ribbon, no additional steps.

The Current Process for a Death Certificate

Step 1: Get the Saudi Death Certificate

The Shahada Al-Wafat is issued by the Civil Affairs Department (Ahwal Al-Madani) after the governorate clears the case. The certificate is in Arabic only.

Step 2: Certified Translation

The Arabic death certificate must be translated into English by a licensed, sworn translator in Saudi Arabia. The translator issues a certification stating the translation is accurate and complete.

Step 3: MOFA Apostille

Both the original Arabic death certificate and the certified English translation are submitted to the Saudi Ministry of Foreign Affairs for apostille. The MOFA applies its apostille stamp (or sticker), which certifies the document for use in all Hague Convention member countries.

Fee: SAR 30 per document.

Processing time: Typically one to two business days at the MOFA service centers in Riyadh, Jeddah, or Dammam. Some documents can be processed through the MOFA's electronic portal.

Step 4: Done

The apostilled documents can then be submitted for use in the Philippines. The receiving agency may still require its own supporting documents, translation format, or claim checklist, but a further consular red-ribbon legalization step is not required for a Hague-apostilled document.

What Other Documents Need Apostille

For an OFW death in Saudi Arabia, the death certificate is not the only document that benefits from the apostille pathway:

  • No Objection Certificate (NOC) from the Philippine Embassy — this is attested by MOFA (same SAR 30 fee) before being submitted to the Saudi governorate
  • Police report (Taqrir Al-Shurta) for unnatural deaths — needed for insurance claims and diyya proceedings
  • Power of Attorney documents — the SPA executed in the Philippines is DFA-authenticated, then accepted in KSA under the same convention framework

Common Mistakes

Following the old red ribbon process. Some intermediaries, funeral coordinators, and even embassy staff still mention "authentication" or "red ribbon." If anyone tells you to send the death certificate to the DFA in Manila for authentication after MOFA apostille, that step is no longer required for Hague-apostilled documents.

Skipping the translation. The apostille applies to the document as issued — but since the Saudi death certificate is in Arabic, Philippine institutions need the English translation. You need the apostille on both the original and the translation.

Using an unlicensed translator. The MOFA will not apostille a translation done by someone who is not a licensed, registered translator in Saudi Arabia. Ask the sponsor or the embassy's Assistance to Nationals section for a list of approved translators.

Timeline Impact

Under the old legalization chain, document processing added five to ten business days beyond the MOFA attestation. The apostille system compresses this to one to two days for the MOFA step alone, with no additional steps needed.
