Philippine Embassy and Consulate Dubai: Help Available After a Death in the UAE

The Philippine Embassy in Abu Dhabi and the Consulate General in Dubai are the two critical contact points after a Filipino death in the UAE. They handle the civil registration that makes the death legally recognized in the Philippines and issue the clearance documents needed to move remains across borders. But families often overestimate what the mission can do — and that gap causes frustration at the worst possible time.

What the Consular Mission Can Do

File the Report of Death (ROD): This is the formal mechanism that transmits the death record to the Philippine Statistics Authority (PSA). Without it, no SSS claim, no GSIS claim, no bank account closure, and no estate settlement can proceed in the Philippines.

Issue the Consular Mortuary Certificate (CMC): Required by airlines and Philippine quarantine authorities before remains or ashes can enter the Philippines.

Legalize documents: Attest and consularize Special Powers of Attorney, Affidavits of Consent, and other legal documents needed for estate matters.

Emergency liaison: Communicate with UAE police, health, and immigration authorities to help resolve administrative blockages, especially in complex or suspicious death cases.

Coordinate welfare funding: Work with the MWO and OWWA to fund repatriation for distressed or destitute OFWs whose employers have defaulted on their obligations.

What They Cannot Do

Physical intervention: Consular staff cannot perform embalming, provide coffins, or act as cargo forwarders or airline agents.

Legal representation: The Embassy cannot act as the family's lawyer in UAE probate court, file civil claims against employers, or override court distribution decisions.

Override UAE decisions: Consular officers cannot bypass medical, forensic, or prosecution decisions of the UAE government. If a police investigation is ongoing, the mission cannot force the release of remains.

Fund non-OFW repatriation: The mission cannot use state funds to repatriate tourists, dependents, or non-OFW residents unless specific humanitarian clearances are granted under the ATN fund.

Filing the Report of Death

The ROD requires:

• Four original, typewritten copies of the ROD form (handwritten entries are rejected)
• Original MOFA-attested UAE death certificate with four photocopies
• Original medical report or hospital death notification
• Deceased's original Philippine passport (will be physically cancelled)
• Four photocopies of the informant's valid ID
• Cargo certificate with confirmed flight and air waybill details (if repatriation is booked)
• AED 100 consular fee (optional AED 40 expedite fee for same-day processing)

If the ROD is filed more than one year after death, the informant must also submit a notarized Affidavit of Delayed Registration with two supporting witness affidavits.
