Repatriate Body to Sri Lanka from UK

The UK Side: Documents and Clearances

Repatriating a body from the UK to Sri Lanka requires navigating two countries' bureaucracies under time pressure. The UK side alone involves four to five separate clearances, and missing any one of them delays the shipment.

1. Register the death in the UK The death must be registered at the local Register Office in the district where the person died. The registrar issues a certified copy of the death certificate. If the coroner is involved (unnatural, sudden, or unexplained death), registration waits until the coroner releases the body.

2. Obtain the Coroner's "Out of England" certificate For any body leaving England or Wales, the coroner must issue a Form 104 — the "Out of England" certificate authorizing the removal of remains from the jurisdiction. This requires a minimum of four days' notice to the coroner. Without this form, the body cannot legally leave the country.

3. Embalming certificate A UK-registered funeral director must embalm the body and issue a formal embalming certificate. Sri Lankan authorities require proof that the body has been professionally preserved for international transport.

4. Freedom from infection certificate A registered medical practitioner must certify that the body does not carry any communicable disease. This is a standard public health requirement for international repatriation.

5. Sri Lanka High Commission registration The death must be registered at the Sri Lanka High Commission in London. The informant needs to submit: the UK death certificate (with English translation if the original is in another language), a medical report certifying the cause of death, the deceased's valid Sri Lankan passport, birth certificate, and proof of their relationship to the deceased. The High Commission issues its own registration documents for use in Sri Lanka.

Arranging International Transport

Most UK funeral directors experienced with international repatriations work with specialist shipping companies that handle the zinc-lined coffin, customs documentation, and airline cargo booking. The body is transported in a hermetically sealed zinc or lead-lined casket that meets IATA regulations for the transport of human remains.

The flight routing, cargo booking, and transit documentation are usually handled by the funeral director's logistics partner. Confirm whether the funeral director's fee includes these logistics or whether you need to arrange them separately — the cost difference can be significant.

The Sri Lanka Side: Airport Clearance

When the body arrives at Bandaranaike International Airport (BIA), it must be cleared through a specific process:

Airport Health Officer: The Health Officer at BIA must inspect the documentation and verify the freedom-from-infection certificate before the body can be released from the cargo area.

If the death was accidental, sudden, or suspicious: A mandatory inquest must be conducted at the District General Hospital in Negombo before the remains can be released to the family. This can add one to three days to the timeline. Families should plan for this possibility and arrange temporary cold storage.

Sri Lankan registration: The death should be registered through the nearest Sri Lankan Embassy or High Commission. Keep the consular registration documents and foreign death certificate available for the Sri Lankan authorities.

After Clearance: Arranging the Funeral

Once the body is released, the family arranges transport to the home or funeral parlor. If a traditional multi-day home wake is planned, professional embalming may have already been done in the UK, but confirm with a local mortician whether additional preservation is needed given the transit time and tropical climate.

The funeral ceremonies — Pansakula, water-pouring, and subsequent almsgivings — proceed as they would for any domestic death. The key difference is that the compressed timeline often means the family has less time to set up the marana gedara and coordinate with the temple.

Timeline and Costs

The four-day notice period for the coroner's certificate is a minimum UK-side requirement, but total timing depends on the coroner, documentation, consular processing, airline cargo availability, and Sri Lankan clearances.
