Split Advance Personal Plan NT: Why Two Documents Beat One
The Northern Territory's Advance Personal Plan was designed to simplify things — one document covering financial authority, healthcare decisions, and lifestyle preferences. In theory, that is more efficient than the two or three separate instruments used in other states. In practice, the combined format creates a problem that catches families at the worst possible moment: the bank rejects it.
Why the Combined APP Causes Problems
When a decision-maker presents a standard APP to a commercial bank — ANZ, Westpac, Commonwealth Bank, NAB — the compliance team receives a document containing the maker's banking authority alongside their life-support refusals, palliative care preferences, and nursing home wishes. Bank staff are not equipped to handle this level of medical detail, and many compliance departments respond by escalating the document for extended legal review.
The result: a family that urgently needs to pay a parent's bills or manage their accounts during a health crisis is told to wait seven to twenty-one days while the bank's legal team examines a document that, in any other state, would have been a clean financial-only instrument.
How the Split Works
The Advance Personal Planning Act 2013 does not require you to put everything in one document. You can create two separate APPs:
APP 1 — Financial and Property Only. Appoints a decision-maker for banking, bills, real estate transactions, and business operations. Contains no medical information.
APP 2 — Healthcare and Lifestyle Only. Records your Advance Care Statements, your Advance Consent Decisions (binding medical directives), and appoints a decision-maker for healthcare and lifestyle matters.
Both documents are executed under the same Act, with the same witnessing requirements. Both are individually valid. The only difference is what each one covers.
The Practical Advantage
When the decision-maker walks into a bank with APP 1, the compliance team sees a clean financial authority document. No medical information. No privacy concerns. No need to escalate to a distant legal team. The document looks like what they are used to seeing from every other Australian state, and processing time drops from weeks to days.
APP 2 goes to hospitals, aged care providers, and the GP. These institutions need the healthcare content and are trained to handle it. The information reaches the right audience in both directions.

Registration Considerations
Registration is separate for each APP if you choose to register them:
- PGT registration — register both APPs. The healthcare APP is especially important here, since the PGT database is what emergency clinicians access. Registration is free for both.
- LTO registration — only the financial APP needs LTO registration (if it covers real property transactions). The healthcare APP does not touch property, so no LTO filing is needed. The LTO registration fee is approximately $171.
When Not to Split
If the maker's situation is straightforward — one decision-maker handling everything, no real estate, and the family is comfortable with medical details being visible to financial institutions — a single combined APP is simpler and perfectly legal. The split adds administrative overhead (two documents to sign, witness, and register instead of one).
The split becomes worth the extra effort when:
- The estate includes real property
- Banking access is time-sensitive (aged care funding, bill payments)
- The maker has detailed medical directives they want to keep private
- The family anticipates any pushback from financial institutions
