Why One Missing Document Blocks Everything

The Saudi Arabia-to-Pakistan death corridor requires documents from seven separate government departments across two countries — and each department checks for specific stamps from the ones before it. A death certificate without MOFA attestation is rejected by NADRA. A Power of Attorney without the Saudi Embassy's authentication is rejected by KSA MOFA. An exit visa application without police clearance is rejected by Jawazaat.

The consequence of a single missing document is not a delay — it's a reset. The representative has to physically return to the department that should have stamped the document, get the stamp, and then re-submit to every downstream department. In the worst cases, this means sending documents back to Pakistan for a stamp they should have received before leaving.

This checklist covers every document needed at every stage, organized by the authority that requires them.

For the Pakistani Embassy/Consulate NOC

The first administrative step is obtaining the No Objection Certificate from the Welfare Wing:

  • Original passport of the deceased
  • Copy of the deceased's Iqama (valid or expired)
  • Original hospital death report (Tableegh e Wafat)
  • Next-of-kin affidavit executing Power of Attorney, attested by a Notary Public or Oath Commissioner in Pakistan
  • Copy of the designated representative's Iqama and contact number

The Welfare Wing translates the affidavit into Arabic and attests it free of charge. This registers the representative as the authorized Wakeel.

For Saudi Civil Affairs (Death Certificate)

To generate the official bilingual Saudi Death Certificate (Shahada Al-Wafa) at Civil Affairs (Al-Ahwal Al-Madaniyyah):

  • Attested consular NOC (from the step above)
  • Original hospital death report (Tableegh e Wafat)
  • Clearance letter from the Governor's Office (Ammara) or local police station — for traffic accident deaths, this must come from the Muroor (Traffic Police)
  • Deceased's original passport and Iqama for cancellation
  • Completed Civil Affairs death registration form

Corporate sponsors can initiate this electronically through the Ministry of Interior's online platforms (Absher/Muqeem).

For MOFA Attestation (Making Documents Cross-Border Valid)

The Saudi Ministry of Foreign Affairs attests documents for international use. Fee: 30 SAR per document. Present:

  • The bilingual Saudi Death Certificate
  • The consular NOC
  • Any other documents that will be used in Pakistan (Power of Attorney, medical reports)

For Airline Cargo (Repatriation)

The cargo desk at the airport requires a complete file before accepting human remains:

  • Sealed wooden shipping box containing the embalmed remains
  • Embalming certificate from the Tib-e-Sharayee (Forensic Medical Department)
  • Attested translation of the civil death certificate
  • Jawazaat exit visa stamped on the deceased's passport
  • Air cargo booking confirmation and customs declaration
  • PIA requires a valid CNIC/NICOP for the free freight entitlement — without it, standard cargo rates apply

For Jawazaat (Exit Visa)

Before the Jawazaat issues the final exit visa:

  • Completed exit clearance file (death certificate, MOFA attestation, consular NOC)
  • Proof that all Iqama liabilities are cleared (traffic fines, financial obligations, vehicle transfers)
  • Sponsor's confirmation of the employee's separation
  • Ammara clearance letter (same one used at Civil Affairs)

For NADRA (Succession Certificate in Pakistan)

Once the documents reach Pakistan:

  • Certified copy of the Saudi death certificate, attested by KSA MOFA and the Pakistani Embassy/Consulate
  • MOFA Pakistan attestation of the Saudi documents (Islamabad, or liaison offices in Karachi, Lahore, Peshawar, Quetta, Gujrat)
  • Union Council death certificate — the local Union Council in the deceased's hometown issues a domestic death certificate based on the attested foreign documents
  • Original CNIC/NICOP of the deceased
  • Complete list of legal heirs with CNIC copies
  • Family Registration Certificate (generated by NADRA from its database)
  • Detailed inventory of the deceased's assets (movable and immovable)
  • Next-of-kin authorization letter attested by an Oath Commissioner

For GOSI Claims (Work-Related Deaths Only)

If the death is classified as work-related:

  • Official Saudi death certificate
  • Verified heirship inventory deed (Sak Husr Waratha from Saudi Ministry of Justice)
  • Bank account details of the designated beneficiary
  • Employer's incident report (must be filed within three days of the death)
  • Forensic police report (if the classification was contested)

Submit directly to GOSI's Overseas Benefits Department at compensation_ri@gosi.gov.sa. GOSI does not process claims routed through OPF or the Pakistani Embassy.

For OPF and State Life Claims (Pakistan)

At the nearest OPF regional office:

  • Death certificate (attested foreign certificate or NADRA-issued)
  • Proof of OPF membership / Protector of Emigrants stamp
  • Original airway bill (for the 25,000 PKR funeral grant — must be filed within one month of burial)
  • CNIC copies of deceased and claimant
  • Dependency evidence (for the 400,000 PKR financial aid grant — filed within one year)
  • State Life Form III-A with claim forms A through D (for the 1,000,000 PKR insurance payout)

The Attestation Chain at a Glance

Documents moving from Saudi Arabia to Pakistan:

Saudi hospital → Saudi MOFA (attest) → Pakistan consulate (translate + attest/register) → Pakistan MOFA → NADRA / Pakistan courts

Documents moving from Pakistan to Saudi Arabia:

Pakistan notary → Pakistan MOFA → Saudi Embassy Islamabad → Pakistan Mission in KSA → KSA MOFA → KSA Ministry of Justice (for court-bound documents)

Both Saudi Arabia and Pakistan are Hague Apostille Convention members, but in practice, Pakistani banks, NADRA, and most Saudi courts still require the traditional chain. Running both paths simultaneously is the safest approach.
