How to Get a Death Certificate in Gulf States for Indian Families
A death certificate issued in Dubai, Riyadh, or Doha may not be accepted by an Indian bank, the EPFO, or a district civil court until it passes through a specific chain of attestation and consular legalization. Getting it right the first time saves weeks. Getting it wrong — a missing stamp, an abbreviated name, or a wrong attestation route — can freeze bank accounts and stall repatriation indefinitely.
Here is how the death certificate process works in each Gulf state and what Indian families need to do to make it legally valid back home.
UAE: Digital-Only Attestation Through UAE Pass
The death registration pathway in the UAE depends on the Emirate:
- Dubai: The Dubai Health Authority (DHA) issues the formal bilingual Arabic/English death certificate after receiving the hospital's clinical Notification of Death
- Abu Dhabi: The Department of Health (DoH) processes registration through the Tamm digital system
- Northern Emirates: The Ministry of Health and Prevention (MOHAP) handles registration
As of 2026, the UAE Ministry of Foreign Affairs has moved to a paperless system. If the death certificate is issued digitally, it must be attested exclusively through the MoFA digital portal using UAE Pass. Physical manual stamps on printed copies of digitally issued certificates are strictly prohibited. The standard digital attestation fee is AED 150.
After MoFA digital attestation, the document goes physically to the CGI in Dubai or the Embassy in Abu Dhabi for consular legalization.
Saudi Arabia: The Ahwal Al-Madani Route
Saudi death registration runs through the Civil Affairs Department (Ahwal Al-Madani) in the city where the death occurred. The sponsor submits the clinical medical report (Taqrir Al-Tabbi) or death intimation (Tablig Al-Wafa), and Ahwal Al-Madani issues the official Shahada Al-Wafa (Death Certificate).
The attestation chain has three mandatory steps:
- Authorized English translation of the Arabic death certificate
- Saudi Ministry of Foreign Affairs attestation
- Indian Embassy (Riyadh) or CGI (Jeddah) consular legalization
The Saudi process is slower than the UAE or Qatar because the sponsor — not the family — must initiate the registration with Ahwal Al-Madani. If the sponsor is uncooperative, the family should ask the Indian Embassy to intervene.

Qatar consolidates the entire process at the Humanitarian Services Office behind the Hamad Medical Corporation mortuary in Doha. Counters 3 and 4 of the Ministry of Public Health at the HSO process the clinical report and generate the official bilingual Qatari death certificate.

Consular Registration and Passport Cancellation
Regardless of which Gulf state issued the local certificate, the family or representative must submit three things to the Indian Mission:
- The legalized local death certificate
- The deceased's original Indian passport
- A completed "Proforma for Registration of Death"
The mission registers the death, permanently cancels the passport, and issues two critical documents: the Consular Death Registration Certificate and the repatriation NOC. Both are mandatory for eCARe portal clearance and airline cargo booking.
The Name-Matching Trap
Saudi courts and GCC civil registries reject any document where the name does not exactly match the deceased's Indian passport. Abbreviated initials (writing "K. R. Narayanan" instead of "Kocheril Raman Narayanan") and phonetic transliteration errors in Arabic-to-English conversion are the two most common causes of rejection.
In Saudi Arabia, corrections to a Civil Affairs death certificate can only be authorized by the head office in Riyadh, which adds weeks to the timeline. Indian documents like the Legal Heirship Certificate must spell out all names in full — never use "Mohd" for Mohamed or "Abd" for Abdul.
Using Gulf Death Certificates in India
Once properly attested and consular-legalized, the Gulf death certificate unlocks several processes in India: bank account unfreezing, EPFO death claims (Forms 20, 10D, and 5IF), Succession Certificate petitions in civil court, and insurance payouts. Without proper attestation, Indian institutions may reject the document or require additional verification.
