The 2026 Digital eApostille — What Changed

On March 16, 2026, the Philippine Department of Foreign Affairs (DFA) launched the Fully Digital eApostille system for PSA electronic certificates. For these digitized files, the DFA now issues an electronic Apostille rather than a physical paper Apostille.

Both South Korea and the Philippines are parties to the Hague Apostille Convention, which means these Philippine documents no longer need embassy consularization to be recognized in South Korea. The eApostille is the Philippine authentication step for the document.

The eApostille is issued as a cryptographically signed electronic PDF containing a QR verification code. It is delivered directly to your registered email address. The entire process can be completed online from anywhere in the world.

How to Apply

Step 1: You must first have the PSA death certificate. If you do not yet have one, order it online through PSAHelpline.ph or obtain it in person at a PSA satellite office. The PSA certificate costs PHP 300.

Step 2: Apply for the eApostille through the unified DFA-OCA portal at https://apostille.psahelpline.ph/. The application requires online identity verification — you will need to upload a government-issued ID and complete a liveness check (smiling or nodding on camera) to prevent fraud.

Step 3: Select the expedited digital eApostille option. The expedited processing fee is PHP 200. Once approved, the secure eApostille PDF is sent to your registered email.

Total cost: PHP 300 (PSA certificate) + PHP 200 (eApostille) = PHP 500 for the entire process.

The "Do Not Print" Rule

This is the single most important thing to understand about the 2026 eApostille system: printing the eApostille PDF invalidates its legal authenticity. The document must be transmitted and submitted digitally.

When you submit the apostilled death certificate to a Korean community center (dong office or gu office) for the family registry update, you must present the electronic PDF — not a printed copy. Some local offices in South Korea are unfamiliar with purely digital foreign documents and may initially push back, asking for a physical stamp or sticker. The eApostille's QR code can be scanned to verify authenticity through the DFA's online verification portal.

For in-person assistance, VFS Global Manila at the Makati Circuit Corporate Center can process applications. VFS charges a consolidated fee of PHP 2,000 (DFA Apostille fee of PHP 1,200 + VFS service fee of PHP 800), but the result is still the same digital format.

Walk-In Alternative

For families who prefer in-person assistance or who are dealing with non-PSA documents (such as a court order or notarized translation), confirm the applicable route with the DFA Office of Consular Affairs or VFS before travelling. What You Do With the eApostille

Once you have the apostilled PSA death certificate, the next steps are:

1. Sworn Korean translation — have the document translated into Korean by a qualified translator, then notarized at a licensed notary office in Korea (번역공증)
2. Submit for family registry update — file the translated, notarized, apostilled death certificate at the Korean Embassy in Manila, the Cebu Consulate, or a local community center in South Korea

This filing officially updates the deceased's basic certificate (기본증명서) and family relation registry (가족관계증명서), which unlocks estate settlement, pension claims, and insurance payouts.
