ECC Funeral Grant for OFW Work-Related Death Claims
When an OFW's death is caused by a workplace accident, industrial disease, or any duty-related incident, the family qualifies for an additional layer of benefits through the Employees' Compensation Commission — on top of whatever SSS, GSIS, and OWWA pay out. But the filing window is just three years, and many families never learn this benefit exists until after it expires.
What ECC Provides
The ECC death benefit package includes:
- Funeral grant: PHP 30,000 (separate from and additional to SSS or GSIS funeral grants)
- Monthly double-pension rider: Runs parallel to standard SSS or GSIS survivorship pension payments, effectively doubling the monthly pension for eligible survivors
- Income benefit: An additional ECC income benefit may apply; ask the relevant SSS or GSIS office how it is calculated for the member
ECC benefits are filed through the same system the deceased was enrolled in — SSS for private-sector workers, GSIS for government employees. The claim is processed alongside (not instead of) the regular death benefit claim.
The 3-Year Prescriptive Period
ECC death claims must be filed within three years from the date of death. This is the shortest deadline among Philippine benefit systems — shorter than the GSIS 4-year window and far shorter than the SSS 10-year window.
For OFWs who die abroad, the clock starts on the date of death, not the date documents are legalized. Since the UAE death certificate legalization chain (MOFA attestation → consularization → PSA recording) can take months, families should initiate the ECC filing process the moment the PSA-certified death certificate is available.
Qualifying for ECC
The death must be work-related. This includes:
- Workplace accidents (construction falls, machinery incidents, vehicle crashes during work)
- Occupational diseases recognized under the ECC schedule
- Deaths occurring while performing duties for the employer, including during travel required by the job
The key evidence is the cause-of-death documentation from the UAE. For workplace deaths, the employer's incident report, the UAE police investigation report (translated into English), and the forensic medical report are the primary documents that establish the work-related connection.
If the employer disputes the work-related nature of the death, preserve the UAE police, hospital, forensic, and employer records and ask the relevant SSS or GSIS office how to present the ECC claim.

- PSA-certified death certificate
- Medical records establishing the cause of death
- Employer's accident/incident report (if available)
- UAE police report (English translation) for deaths involving police investigation
- Proof of employment and employer-employee relationship
- PSA-certified marriage or birth certificates proving the claimant's relationship
