How to Claim SSS Death Benefits When an OFW Dies Abroad
The SSS funeral grant and survivorship pension are two of the largest financial lifelines available to a Filipino family after a death abroad. But the claims process is heavily document-dependent, and every document traces back to one thing: a properly legalized death certificate from the country where the death occurred.
What SSS Pays
Funeral grant: A variable amount from PHP 20,000 to PHP 40,000, calculated based on the member's total paid contributions and Credited Years of Service (CYS). The grant goes to whoever paid the funeral expenses — spouse, child, or even a non-relative — supported by official receipts.
Survivorship pension: If the deceased had at least 36 monthly SSS contributions before the semester of death, the primary beneficiaries receive a monthly pension. The surviving spouse receives this until remarriage; dependent minor children receive it until age 21. If the contribution threshold was not met, the heirs receive a one-time lump sum equal to total contributions paid.
The 10-Year Filing Deadline
Under SSS Circular 2023-009, all claims for death benefits and survivorship pensions must be filed within 10 years from the month of death. Once that window closes, the claim is legally prescribed — permanently. No extensions, no exceptions.
Ten years sounds generous, but families dealing with cross-border deaths routinely burn through the first 6–12 months just completing the document legalization chain. The remaining time can slip away during estate disputes, address changes, or simple unawareness that the clock is ticking.
How to File from Abroad

Enroll a disbursement account: Log into the My.SSS portal and register the claimant's bank account in the Disbursement Account Enrollment Module (DAEM). This is where SSS deposits the benefits.
File the funeral claim online: Upload the PSA-certified death certificate, official funeral expense receipts, and proof of the claimant's identity.
File the death benefit/survivorship claim: Upload the PSA-certified death certificate, proof of relationship (PSA marriage contract or birth certificate), and the member's SSS ID or number.

The Document Chain That Makes or Breaks It
SSS requires a PSA-certified death certificate. That certificate only exists after the consular Report of Death (ROD) has been filed at the Philippine Embassy or Consulate in the UAE and transmitted to the PSA in Manila. The ROD requires a MOFA-attested UAE death certificate.
The practical sequence: UAE health authority death certificate → MOFA attestation → Philippine consularization and ROD filing → PSA processing → PSA-certified copy issued → SSS claim filed.
The consular and PSA stages can take months. Families should start the UAE legalization process immediately after obtaining the death certificate — do not wait until after the funeral or repatriation to begin.
Stacking SSS with Other Benefits
SSS benefits are independent of OWWA and GSIS claims. A deceased OFW who was both an SSS and OWWA member (common for private-sector workers) qualifies for benefits from both systems. If the death was work-related, an additional Employees' Compensation Commission (ECC) claim through SSS provides a PHP 30,000 funeral grant and a monthly double-pension rider.
