GSIS Funeral Benefit Requirements and Survivorship Pension After Death Abroad
Former government employees who die abroad are still covered by GSIS benefits — but the family has exactly four years from the date of death to file. Miss that window and the claim is permanently prescribed, regardless of the circumstances.
What GSIS Pays Out
GSIS provides two primary death-related benefits:
Funeral benefit: A flat PHP 30,000 paid to whoever physically covered the funeral expenses. This goes to the person who paid, backed by official receipts — not automatically to the next of kin.
Survivorship pension: The legal spouse receives a monthly pension equal to 50% of the deceased member's last Basic Monthly Pension. Each minor or incapacitated dependent child (up to five) receives an additional 10% as a dependent child's pension. If the deceased had sufficient contributions, this pension continues until the spouse remarries or the children age out.
If the member did not meet the contribution threshold for a monthly pension, the heirs receive a one-time lump-sum benefit based on total contributions paid.
The 4-Year Prescriptive Period
Under Section 47 of the GSIS Rules, all claims for survivorship and funeral benefits must be filed within four years from the date of death. This is significantly shorter than the SSS window of 10 years, which means GSIS claims should be prioritized when a deceased Filipino was a government employee.
The clock starts on the date of death, not the date the PSA records the Report of Death. Since getting a UAE death certificate through the full legalization chain (MOFA attestation → Philippine consularization → PSA recording) can take months, families should start the GSIS filing process as soon as the consularized death certificate is in hand.
Filing Requirements
To claim the GSIS funeral benefit:
- Completed GSIS Funeral Benefit Application Form
- PSA-certified death certificate (derived from the consular Report of Death)
- Official receipts for funeral expenses
- Valid government ID of the claimant
- If the claimant is not the next of kin: affidavit of actual funeral expenses incurred
For the survivorship pension:
- Completed GSIS Survivorship Pension Application Form
- PSA-certified death certificate
- PSA-certified marriage contract (for spouse claims) or birth certificates (for children's claims)
- Proof that the claimant was a designated primary beneficiary
- Medical certificate for any incapacitated dependent children

How Foreign Death Certificates Complicate Things
The UAE death certificate must go through MOFA attestation and Philippine consularization before the PSA will record it and issue the certified copy that GSIS requires. This is the same legalization chain needed for SSS and OWWA claims, so getting it done early unlocks all three.
Name discrepancies between UAE documents and GSIS records (different spelling, missing middle name) require a joint affidavit from two disinterested persons to reconcile. Catching these early — before filing — prevents rejection and re-submission delays.
If the Death Was Work-Related
Government employees who die from workplace causes may also qualify for Employees' Compensation Commission (ECC) benefits through GSIS. The ECC provides an additional PHP 30,000 funeral grant and a monthly double-pension rider that runs on top of standard GSIS payments. The ECC filing deadline is three years from the date of death — even shorter than the GSIS window.
