What the General Price List Is and Why It Matters

The General Price List (GPL) is a federally mandated document that every funeral home in the United States must provide to anyone who asks about services or pricing in person, before showing caskets or other merchandise. The FTC Funeral Rule requires this. It is not optional, and the funeral home cannot condition access to the GPL on signing a contract, agreeing to a package, or making a deposit.

The GPL must include itemized prices for 16 specific categories of goods and services: professional services, embalming, body preparation, viewing facilities, vehicles, caskets, outer burial containers (vaults), and more. Each price is listed separately so you can compare across providers and select only the services you need.

For families planning a green burial, the GPL is your primary tool for identifying unnecessary charges and keeping costs aligned with a simple, vault-free, non-embalmed arrangement.

How to Request It

Walk in or call the funeral home and say: "I'd like a copy of your General Price List." That is all it takes. Under the Funeral Rule, the funeral home must hand you a printed copy to keep — not a summary, not a verbal overview, not a screen you can look at in the office.

If they hesitate, add: "The FTC Funeral Rule requires you to provide this." No funeral home that intends to stay licensed will refuse after that. If they do refuse, file a complaint with the FTC and find another provider.

What to Look for on the GPL

The non-declinable basic services fee: This is the only fee a funeral home can legally require you to pay. It covers the director's professional services, administrative staff, overhead, and licensing. For simple arrangements — immediate burial, direct cremation, receiving remains — the basic services fee is already included in the quoted price and cannot be added as an additional charge on top.

For green-burial professional services, the research range is $200–$1,000. The basic-services fee varies significantly between providers, and it is the single most important number to compare when shopping.

Embalming: The GPL must state clearly that routine embalming is not required by law. Specific common-carrier interstate rules apply: Alabama, Alaska, and New Jersey require professional embalming, while other states accept refrigeration, dry ice, or a hermetically sealed container as legal alternatives. If the GPL implies that embalming is standard or mandatory, that is a Funeral Rule violation.

For green burial, families generally decline embalming, except when a state-specific transport rule requires it. The GPL should quote a refrigeration fee as the alternative where available — typically $35–$100 per day.

Casket handling fees: Funeral homes must accept any legally compliant casket, shroud, or urn purchased from a third-party seller. They are legally prohibited from charging a handling fee for a third-party container. If you see such a fee on the GPL — or if it is added verbally during the arrangement conference — cite the Funeral Rule by name and decline.

Outer burial container (vault) disclosure: The GPL must include outer burial container (vault) pricing, and vault requirements vary. Individual cemeteries, local ordinances, or cemetery bylaws may require a concrete outer burial container, while green sections may be vault-free. Confirm the chosen cemetery's policy before assuming a vault is unnecessary.

Common Hidden Fees to Challenge

"Casket handling surcharge" for third-party containers — illegal under the Funeral Rule. Decline.

Mandatory embalming for viewings — not a legal requirement. Ask whether the funeral home will accommodate a viewing of an unembalmed body held under refrigeration. Some will; many green-friendly homes specialize in this.

Inflated grave-opening fees for vaultless burial — some cemeteries charge a higher opening-and-closing fee for graves without vaults, citing the additional soil management needed. This is not illegal, but it should be disclosed and negotiable.

"Facility use" fees for home vigil families — if you are caring for the body at home and only using the funeral home for paperwork, you should not be charged for chapel, viewing room, or preparation facility use.

Transportation surcharges — the GPL should list the local transfer fee (typically $350–$395 for green burial). If you are providing your own transport (legal in 41 states), you should not be charged for a hearse or transfer vehicle.

Unbundling in Practice

A green burial arrangement typically needs only three or four services from a funeral home:

1. Basic services fee (non-declinable)
2. Refrigeration (if the funeral home is holding the body before burial, typically $35–$100/day)
3. Transportation (local transfer from place of death to funeral home, if applicable)
4. Administrative filing (death certificate, burial-transit permit — sometimes included in the basic services fee)

Everything else — embalming, cosmetology, casket, vault, viewing room, chapel, printed materials, flower coordination — can be declined. The total green-burial range in the research is roughly $1,800–$6,000, compared to $9,000–$20,000+ for a traditional full-service package.

Comparing Across Providers

Get GPLs from at least three funeral homes before committing. The basic services fee alone can vary by $2,000 between providers in the same city. Green-friendly funeral homes — those with natural burial experience and transparent unbundled pricing — tend to offer lower basic service fees because their business model does not depend on casket markups.
