ICWF Death Assistance and Repatriation Fund — How Indian Families Get Help

When an Indian worker dies in the Gulf and the employer refuses to cover repatriation costs — or the deceased was undocumented, between jobs, or employed by a company that has shut down — the Indian Community Welfare Fund (ICWF) can be a financial backstop. The fund operates through every Indian Embassy and Consulate worldwide and may cover repatriation costs. But it is means-tested, and the application process runs through the consular wing, not through a website or a separate agency.

What the ICWF Covers

The Indian Mission may use the ICWF to assist with repatriation expenses such as:

• Embalming and mortuary preparation
• Zinc-lined shipping casket purchase
• Airline cargo freight for human remains
• Local ambulance or hearse transport

The fund is meant for cases of genuine financial distress. It is not an automatic entitlement — the consular officer assesses whether the family or the employer can reasonably bear the cost before approving ICWF assistance.

How to Apply

The application is made through the Indian Embassy or Consulate in the Gulf state where the death occurred. The family's representative (a colleague, community volunteer, or NGO worker) contacts the consular wing and submits:

1. A written request stating the circumstances of death and why the employer or family cannot cover the costs
2. The official local death certificate
3. The deceased's passport (or a copy if the consulate has already begun cancellation)
4. Evidence of the employer's refusal or inability to pay — this could be an ignored email, a shutdown notice, or a statement from the labour ministry

The consular officer verifies the claim, checks whether the employer has labour law obligations (in the UAE, Article 15(3) makes employer-funded repatriation mandatory), and approves or denies the ICWF disbursement.

Country-Specific Realities

UAE: The ICWF sees relatively fewer applications because UAE labour law puts the financial burden squarely on the employer. The fund primarily covers cases where the employer is bankrupt, has absconded, or is in active legal dispute with the deceased worker's family.

Saudi Arabia: ICWF applications are more common because the sponsor-driven system can create bottlenecks — an uncooperative kafeel can delay the entire process, and families in India often have no leverage to compel action. The Indian Embassy in Riyadh and CGI Jeddah both process ICWF cases.

Qatar: The Humanitarian Services Office streamlines much of the administrative work, but the ICWF still covers cases where the employer defaults on their obligations or where the deceased was a short-term visitor without employer sponsorship.

What the ICWF Does Not Cover

The fund covers repatriation logistics, not estate settlement in India. It does not pay for Succession Certificate petitions, bank account unfreezing, EPFO claim processing, or legal heir certification. Those costs fall on the family once the remains arrive in India.

The fund also does not cover local burial or cremation costs in the Gulf. Its mandate is specifically repatriation to India.

Pravasi Bharatiya Bima Yojana — The Other Safety Net

For workers who emigrated through the e-Migrate system, the Pravasi Bharatiya Bima Yojana (PBBY) provides a separate statutory accidental death cover of INR 10 Lakhs. This is claimed online through emigrate.gov.in, not through the ICWF. The two funds are independent — a family can apply for both if the death was accidental and the worker qualifies.
