The First Phone Call Changes Everything

If an Indian national dies in a hospital in the UAE, the facility's patient affairs office generates the initial Death Notification and stores the body in the hospital mortuary. The attending doctor documents the medical cause of death, and the hospital handles the immediate formalities.

If the death happens outside a hospital — at home, in a workplace, or in a public space — call 999 immediately. Dubai Police, Abu Dhabi Police, or the relevant emirate's police service will dispatch a forensic ambulance to transport the remains to the government mortuary. In either scenario, a clinical death notification confirming the primary cause of death is produced before anything else can move forward.

Do not attempt to move the body yourself. UAE law requires official handover through police or hospital channels.

Who to Notify and in What Order

The notification sequence matters because each step unlocks the next:

1. Local authorities — Police (for out-of-hospital deaths) or hospital patient affairs (for in-hospital deaths) to secure the clinical death report.
2. The deceased's employer or sponsor — They must issue a corporate clearance letter (Annexure 11) confirming the death, outstanding salary, and end-of-service gratuity. Without this letter, consular registration stalls.
3. Indian consular mission — The Embassy of India in Abu Dhabi or the Consulate General of India (CGI) in Dubai has dedicated 24/7 emergency phone lines for death cases. Call the Abu Dhabi death registry line or the CGI Dubai emergency number as soon as the police or hospital report is in hand.
4. Travel insurer or tour operator — If the deceased was visiting on a tourist visa, activate any repatriation coverage immediately.

What Happens to the Deceased's Power of Attorney

Any Power of Attorney (PoA) the deceased executed during their lifetime terminates automatically upon death — under both Article 962 of the UAE Civil Transactions Law and Section 201 of the Indian Contract Act, 1872. Stop all transactions under the PoA immediately. Using a dead person's PoA to access bank accounts or transfer property is a serious legal infraction that can trigger criminal prosecution for fraud in both jurisdictions.

The 72-Hour Window

The first three days set the pace for everything that follows — death certificate applications, consular registration, and the decision between local disposition and repatriation to India. Each emirate has its own health authority handling death certificates: the TAMM portal in Abu Dhabi, Dubai Health Authority in Dubai, and Emirates Health Services in the Northern Emirates. The consular mission cancels the passport and issues a No Objection Certificate for repatriation or local burial.
