The OPG Registration Fee

Each Lasting Power of Attorney costs £92 to register with the Office of the Public Guardian. Since England has two types — Property and Financial Affairs, and Health and Welfare — registering both costs £184 in total.

This fee is payable when you submit the completed, signed document to the OPG. You can pay by cheque, debit card, or credit card. The fee is per document, not per attorney, so it does not matter how many attorneys or replacement attorneys you name.

If the OPG rejects your application due to a procedural error (wrong signing order, missing witness details, or use of correction fluid on the form), you lose the £92 fee for that application. You will need to complete a fresh form and pay again. This is why getting the process right the first time matters — the OPG reports that around 15% of DIY applications contain errors that require correction or resubmission.

Fee Remission and Exemption (Form LPA120)

Not everyone pays the full £92. The OPG offers two levels of financial assistance through Form LPA120:

50% remission (£46 per LPA): Available if the donor's gross annual income is below £12,000. Since the February 2026 rule changes, receiving Universal Credit no longer automatically qualifies a donor for this remission — Universal Credit claimants are now subject to the same £12,000 income threshold.

Full exemption (£0): Available if the donor receives qualifying means-tested benefits, including Income Support, income-based Jobseeker's Allowance, income-related Employment and Support Allowance, Pension Credit (Guarantee Credit), Housing Benefit, or Council Tax Support or Reduction. Universal Credit is assessed under the income-based remission test, not this full-exemption list.

Two critical rules apply. First, the LPA120 form and all supporting evidence must be submitted at the same time as the LPA application. The OPG no longer accepts retrospective fee remission applications — if you pay the full £92 and try to claim a reduction later, the request will be refused. Second, if your first application is rejected and you need to resubmit, you must complete an entirely new LPA120 with fresh evidence.

How Much Do Solicitors Charge?

High-street solicitors in England typically charge £300 to £600 per LPA for a drafting and filing service, or £500 to £1,000 for a pair (both financial and health). Some firms offer fixed-fee packages that include home visits, capacity assessments, and secure storage of the registered document.

Online LPA services and digital estate-planning platforms charge less — typically £100 to £250 per LPA on top of the OPG registration fee — but provide limited personalised guidance. They handle the form completion and submission but rarely offer support with complex situations like bank registration disputes or Section 7 restrictions.

The DIY Route

You can create and register an LPA entirely by yourself for just the £92 OPG fee (or less with remission). The OPG's online portal at lastingpowerofattorney.service.gov.uk walks you through the form step by step and generates the document for printing and signing.

The main risk of the DIY approach is procedural error. The signing sequence must follow a strict chronological order — donor first, then certificate provider, then attorneys — and any deviation voids the document. Witness requirements are specific (no attorney can witness the donor's signature, and the donor cannot witness an attorney's signature). Errors in Section 7 (instructions and preferences) can make the LPA unworkable for banks if the restrictions are too narrow or ambiguous.

For context, solicitor fees need to be weighed against the alternative of not having an LPA at all. If the donor loses capacity without a registered LPA and there is no signed LPA or valid EPA available for registration, the family must apply to the Court of Protection for a deputyship order. That application costs £432, takes 6 to 9 months, and once granted, carries an annual supervision fee of £320 plus a one-off £102 assessment fee.
