How Much Does an LPA Actually Cost?
The Office of the Public Guardian (OPG) charges a flat £92 registration fee per Lasting Power of Attorney document. Since most families need two — one for Property and Financial Affairs (LP1F) and one for Health and Welfare (LP1H) — the baseline cost is £184 for a complete pair.
That £92 fee increased from £82 on 17 November 2025, funding the OPG's digital modernisation programme and enhanced identity verification under the Powers of Attorney Act 2023.
If you use a solicitor to draft and register the documents, expect to pay £300 to £1,000+ per LPA on top of the registration fee. A pair of professionally drafted LPAs in Wales typically runs £784 to £2,184+ total, depending on whether the firm is a high-street practice in the Valleys or a specialist elder-law partnership in Cardiff or Swansea.
Fee Exemptions and Remissions (Form LPA120)
Not everyone pays the full £92. The OPG offers means-tested help through form LPA120, which you submit alongside your LPA application:
- Full exemption (£0): You receive the Guarantee Credit element of Pension Credit, Income Support, or Income-based Jobseeker's Allowance
- 50% remission (£46): Your gross annual income before tax is less than £12,000
One important change for 2026: receiving Universal Credit no longer guarantees an automatic fee exemption. Since 2 February 2026, Universal Credit recipients are assessed for the 50% remission only — and only if their gross income falls below £12,000.
The LPA120 form is available in Welsh (bilingual) from the OPG. The OPG's Welsh Language Scheme supports correspondence and guidance in the customer's chosen language, but fully bilingual or Welsh-only applications may still face digital processing limitations and may need to be submitted on paper.
DIY vs Solicitor — What You're Actually Paying For
The government's online drafting tool at gov.uk/power-of-attorney is free to use. You fill in your details, print the document, collect signatures in the correct order, and post everything to the OPG with the £92 registration fee.
What a solicitor adds is error-proofing. The OPG rejects LPAs for signing-order mistakes, invalid certificate providers, and poorly drafted instructions — and each rejection costs you time (8–16 weeks for a fresh application) and potentially another £92 if the document needs to be re-registered.

Where a solicitor genuinely earns their fee is in complex situations: business assets, foreign property, blended families with competing interests, or cases where the donor's capacity is borderline and the certificate provider assessment needs careful handling.

The Hidden Cost of Not Having One
The comparison that matters is not £184 for two LPAs versus £784 for a solicitor. It is £184 versus the Court of Protection deputyship route if someone loses capacity without a registered LPA or valid EPA.
A deputyship application costs a minimum of £432 in court fees (from 13 July 2026), plus £320 per year in OPG supervision fees, plus a mandatory security bond, plus the COP3 capacity assessment from a private GP (£100–£300). Most families end up spending £2,000–£5,000 on the deputyship process, and it takes 4–6 months to complete — during which the person's bank accounts are frozen and care placement decisions are blocked.
Two registered LPAs at £184 total is one of the most cost-effective pieces of legal planning a Welsh family can do.
