Pag-IBIG Death Benefit Claim Philippines
Most Filipino families know they can file for SSS or GSIS funeral benefits after a death. Fewer realize that Pag-IBIG member savings, OWWA and DMW assistance, and unpaid PhilHealth hospital benefits may also help with the aftermath — separately from SSS or GSIS. The combined support can significantly offset funeral expenses that easily reach ₱100,000 or more.
Here is what each agency provides and how to file.
Pag-IBIG Fund: Provident Benefit Claim
When a Pag-IBIG member dies, the member's Total Accumulated Value (TAV) may be claimable by a designated beneficiary or legal heir under the Fund's current requirements — the sum of contributions plus accumulated earnings and dividends. This is not a fixed benefit amount; it depends on the member's contribution history.
Who can claim: The member's designated beneficiaries or, if none applies, the legal heirs identified under Pag-IBIG's requirements. Do not assume a family order; confirm the claimant category with Pag-IBIG Fund.
Common documents to prepare (confirm the current checklist with the branch):
- Pag-IBIG Member's Death Claim Application Form
- Original or certified true copy of the death certificate (PSA-issued)
- Birth certificate of the claimant showing relationship to the member
- Marriage certificate (if the claimant is the surviving spouse)
- Valid government-issued ID of the claimant
- If there is no designated beneficiary: an Affidavit of Heirship or Letters of Administration
Where to file: Any Pag-IBIG Fund branch nationwide.
Members with MP2 (Modified Pag-IBIG 2) savings have a separate accumulated balance that heirs can also claim through the same branch, using a similar set of documents.
OWWA: Death and Burial Assistance for OFW Families
If the deceased was an active OWWA member at the time of death, the family can claim the OWWA Death and Burial Benefit.
Benefit amounts:
- ₱120,000 for death from natural causes (₱100,000 death benefit + ₱20,000 burial assistance)
- ₱220,000 for death from work-related or accidental causes (₱200,000 death benefit + ₱20,000 burial assistance)
Requirements:
- OWWA Death and Burial Assistance Application Form
- PSA-issued death certificate
- Proof of OWWA membership (OFW ID, OWWA membership card, or overseas employment contract)
- Birth or marriage certificate showing relationship to the deceased
- Claimant's valid government-issued ID
Where to file: Any OWWA Regional Welfare Office, or through the Philippine Embassy or Consulate if the claimant is abroad.
DMW AKSYON Fund
Separately from OWWA, the Department of Migrant Workers (DMW) administers the AKSYON Fund, which provides ₱100,000 in immediate financial assistance when an OFW dies abroad or within one year of returning to the Philippines.
The AKSYON Fund can be claimed alongside the OWWA benefit — they are separate programs. The family files through the nearest DMW office or the Migrant Workers Office (MWO) at the Philippine Embassy in the country where the OFW was deployed.

PhilHealth: Claiming Unpaid Benefits
PhilHealth does not provide a standalone funeral benefit like SSS or GSIS. However, if the deceased was hospitalized before death, ask the hospital and PhilHealth whether any unpaid PhilHealth case-rate benefit can still be applied to that final hospitalization.
This matters because hospital bills are often the first financial shock a family absorbs. Under the Universal Health Care Act, PhilHealth covers a portion of inpatient costs through its case rate system. If the deceased had active PhilHealth coverage and the hospital submitted a claim, verify with the hospital's billing department that the PhilHealth deduction was applied correctly.
If the hospital detained or threatened to detain the deceased's body over unpaid bills, Republic Act No. 9439 (the Hospital Detention Act) makes this a criminal offense for patients covered by the Act. The hospital must release the body and issue the death certificate for interment purposes regardless of outstanding charges; patients who stayed in private rooms are excluded from these protections.
Filing Timeline
There is no single deadline that applies to all agencies, but filing sooner means faster release of funds:
- Pag-IBIG: Confirm the applicable claim period with the Fund and process the claim early — delays in document gathering are the primary bottleneck.
- OWWA: Confirm the current filing deadline with OWWA and file early.
- DMW AKSYON Fund: File as soon as possible after the death; this is designed as emergency assistance.
- PhilHealth: Ask the hospital and PhilHealth how any unpaid inpatient benefit is handled for the final hospitalization.
For many claims, the PSA-issued death certificate is an important document. Secure several certified copies early, and ask each agency whether it needs an original or certified copy.
Combining Benefits
A family can file with multiple agencies simultaneously. An OFW who was an active SSS member, OWWA member, and Pag-IBIG contributor could generate claims across all three agencies plus the DMW AKSYON Fund — potentially totaling ₱300,000 or more in combined benefits.
