What RT and RW Are
RT (Rukun Tetangga) and RW (Rukun Warga) are the lowest tiers of Indonesia's neighborhood governance structure. An RT typically covers 30–50 households; an RW groups several RTs together into a larger unit. The RT chief is an unpaid volunteer — a neighbor who knows the residents, keeps informal records, and serves as the first point of contact between households and the government.
For death registration purposes, the RT and RW chiefs act as local verifiers. Their role is to confirm that the deceased was indeed a resident of the neighborhood and to issue a surat pengantar (cover letter) that the family takes to the kelurahan.
The Step-by-Step Process
1. Notify the RT Chief
Contact the RT chief as soon as possible after the death — ideally within the first two hours. This single notification triggers two parallel tracks: the gotong royong funeral support system activates (tent setup, grave coordination, food prep), and the administrative paperwork chain begins.
If you don't know who your RT chief is, ask any neighbor, check the neighborhood notice board, or contact the RW. In apartment complexes and newer housing developments, building management can direct you to the correct RT.
2. Prepare Documents
The RT chief will need:
- KTP (identity card) of the deceased
- KTP of the reporting next of kin — the person handling the registration
- Kartu Keluarga (KK) — the family card listing the deceased
- Medical death certificate (Surat Keterangan Pemeriksaan Jenazah) — from the hospital or puskesmas
3. RT/RW Issues the Surat Pengantar
The RT chief drafts a surat pengantar kematian (death notification cover letter) and has it counter-signed by the RW chief. The letter confirms the identity, residential status, and date of death; processing time depends on the local RT/RW arrangement.
In practice, many RT/RW chiefs in urban areas use a standardized template they keep on their phone or laptop. Some process the letter via WhatsApp — sharing a photograph or PDF of the signed document so the family can proceed to the kelurahan immediately rather than waiting for a physical copy.
4. Kelurahan Death Statement
The family (or a designated representative — often the RT chief accompanies them) takes the surat pengantar along with the original documents to the kelurahan (sub-district office). The kelurahan issues the Surat Keterangan Kematian dari Kelurahan, which serves two purposes:
- It authorizes the family to proceed with cemetery arrangements (burial permit)
- It feeds into the formal death registration at Dukcapil for the akta kematian
The kelurahan processes death statements during its operating hours. The challenge is timing — if a death occurs in the evening or on a weekend, the kelurahan may be closed. Ask the RT/RW or kelurahan about the current procedure for urgent cases.
Common Complications
The deceased lived in a different neighborhood than where they died. This happens when someone dies in a hospital across the city or at a relative's house. The KTP and Kartu Keluarga may affect which local office handles the clearance, so ask the relevant RT/RW or kelurahan rather than assuming the place of death is the correct jurisdiction.
The deceased was a kos (boarding) resident without local RT registration. Young professionals and university students living in kos-kosan (boarding houses) may not be registered with the local RT. Ask the RT/RW and kelurahan how to route the clearance using the deceased's KTP, Kartu Keluarga, and medical death certificate.
The RT chief is unavailable. Volunteer RT chiefs have day jobs. If they're unreachable, contact the RW or kelurahan to ask for the authorized substitute procedure; do not assume a neighboring RT's letter will be accepted.

Dukcapil Registration (Within 30 Days)
The kelurahan death statement is sufficient for the burial to proceed the same day. But the formal akta kematian — the official death certificate for civil records — must be registered at Dinas Kependudukan dan Pencatatan Sipil (Dukcapil) within 30 days. This is the document needed for inheritance processing, insurance claims, pension cancellation, and updating the Kartu Keluarga.
