The Tell Us Once service lets you report a death to most UK government departments in a single notification — the DWP, HMRC, the DVLA, the Passport Office, and the local council. After a death abroad, it should be one of the first UK-side administrative steps. But when the death happened in Cyprus, a bureaucratic mismatch between the UK registrar and the Cyprus High Commission can trap families in a frustrating loop.

How Tell Us Once Works After a Death Abroad

The executor contacts their local UK Register Office to secure a unique reference number. This number unlocks the Tell Us Once service, which can be completed online or by phone. The service then notifies all connected government departments simultaneously, stopping pension payments, cancelling passports, and updating tax records.

For deaths that occurred within the UK, this is straightforward. For overseas deaths, the registrar may require the foreign death certificate to be verified before issuing the reference number.

The Cyprus Verification Loop

Here is where families get stuck:

1. The UK registrar asks for the Cypriot death certificate to be verified by the country's official representatives in the UK
2. The family contacts the Consulate General of the Republic of Cyprus in London
3. The Cyprus High Commission in London only accepts UK-issued documents for legalisation — it does not certify or verify civil documents that originated in Cyprus
4. The High Commission directs the family back to the Ministry of Justice and Public Order in Nicosia or Limassol, which is the only authority that can apostille a Cypriot civil record

The family is now bouncing between London and Nicosia, each office pointing to the other. Meanwhile, pension payments continue, the Passport Office still shows the deceased as alive, and HMRC's records remain unchanged.

How to Break Through

The solution is to get the Hague Apostille applied to the Cypriot death certificate before approaching the UK registrar. Submit the original trilingual certificate to the Ministry of Justice and Public Order in Nicosia (€5 per document, same-day walk-in service). The apostille sticker with its handwritten signature, official seal, and verification hologram is the legal instrument that makes the certificate valid for UK official purposes.

Once apostilled, present the certificate to your local UK Register Office. The apostille satisfies the verification requirement without needing the Cyprus High Commission's involvement at all.

If you cannot physically visit Nicosia — which is common for families managing everything remotely from the UK — your local Cypriot funeral director or a Cyprus-based solicitor can submit the certificate for apostille on your behalf.

The Expat Exception

Tell Us Once is only available if the deceased was a permanent resident of England, Scotland, or Wales who was temporarily in Cyprus — on holiday, a business trip, or visiting family. If the deceased was a permanent expat living in Cyprus, Tell Us Once is not available. The executor must manually contact each UK government department individually: the DWP for pension and benefit cessation, HMRC for tax affairs, the DVLA for driving licence cancellation, and the Passport Office.
