Insurance May Help With Repatriation — Notify Providers Within 48 Hours
Some Indian workers and travelers in the Gulf carry insurance that covers repatriation of remains. Corporate group policies and travel insurance may provide this benefit, while the mandatory Pravasi Bharatiya Bima Yojana (PBBY) for eligible ECR-category workers provides accidental-death cover. The problem is that grieving families either don't know the coverage exists or miss the notification window.
Notify every insurer within 48 hours of the death. This preserves the right to direct payment — meaning the insurance company handles logistics and pays vendors directly, instead of the family fronting costs and filing for reimbursement.
Types of Coverage Indian Workers Carry
Pravasi Bharatiya Bima Yojana (PBBY). Mandatory for ECR (Emigration Check Required) category workers traveling to Gulf countries. Provides a statutory accidental death cover of INR 10 Lakhs. Claims are filed online through the e-Migrate system (emigrate.gov.in) under the "Submit Claim for PBBY Policy" tab. The system validates the passport number, routes the claim to the Overseas Workers Resource Centre (OWRC) for initial screening, and then to the insurer (Oriental or New India Assurance). Mandatory settlement within 7 working days of complete documentation.
Corporate group life and accident insurance. Many Gulf employers maintain group insurance policies that may cover repatriation costs for worker deaths. These policies operate alongside the employer's direct legal obligation to pay; confirm with the insurer and employer how the policy and statutory obligation coordinate.
Private travel insurance. If the deceased purchased travel insurance before departure (or carried an annual multi-trip policy), check the repatriation of remains benefit. Coverage varies from basic (fixed-sum contribution toward costs) to comprehensive (full cashless repatriation management including cargo booking and mortuary coordination).
Credit card travel insurance. Some premium Indian credit cards (particularly Visa Infinite and Mastercard World Elite) include travel insurance with repatriation benefits when the travel ticket was purchased on the card.
PBBY Claim Documents
The PBBY claim requires a specific set of documents uploaded through the e-Migrate portal:
- Official GCC-issued Death Certificate attested by the Indian Mission
- Detailed local Police Accident Report (FIR) confirming accidental death
- Certified Post-Mortem Report
- Consular Death Registration Certificate from the Indian Embassy
- Attested copies of all pages of the deceased's passport
- Nominee's KYC documents and bank details with a cancelled cheque
The critical word here is "accidental." PBBY covers accidental death — natural deaths (heart attack, illness) don't qualify. If the death was due to a workplace accident, traffic collision, drowning, or fall, it qualifies. If it was due to chronic illness or natural causes, PBBY won't pay, and the family needs to look at other coverage.

Common Denial Reasons
Late notification. The research protocol says to notify insurers within 48 hours to preserve direct-payment handling. Individual policy deadlines may differ, and late notice can affect a claim.
Pre-existing conditions. If the death resulted from a condition that existed before the policy was purchased, the insurer may deny the claim. This is common with corporate group policies that have medical underwriting.
Insufficient documentation. Insurers require the same attested, legalized documents that Indian courts require. An unattested death certificate or a police report without an English translation will get the claim rejected.
Activity exclusions. Some travel policies exclude deaths during certain activities — motorcycle riding without a helmet, participation in extreme sports, or alcohol-related incidents.
Filing in Parallel
Don't wait for insurance to handle everything before starting the repatriation process. File the insurance claim and begin the death certificate attestation, embalming, and cargo booking simultaneously. If the insurance company offers cashless repatriation management, let them coordinate the logistics. If they only offer reimbursement, proceed with the standard process and submit receipts afterward.
