How to Notify Centrelink of a Death Overseas

The ADNS Doesn't Work for Overseas Deaths

Most families assume that reporting a death to one Australian government agency automatically triggers notifications across all of them. That assumption is based on the Australian Death Notification Service — a portal that lets you notify Centrelink, the ATO, Medicare, DVA, and participating banks through a single form. It works well for domestic deaths registered through state BDM offices.

It does not work when an Australian dies overseas. The ADNS cannot verify a foreign death certificate against the national death registry, so it rejects the notification entirely. For families managing a death in the Philippines, this means every agency must be contacted individually, with separate documentation, on separate timelines.

Centrelink is one of the time-sensitive notifications. Any payment issued to the deceased's bank account after the date of death is classified as a debt owed to the Commonwealth and will be automatically clawed back from the financial institution.

Why Speed Matters — The Clawback Mechanism

Services Australia terminates the deceased's aged-pension, disability, or veterans' entitlement payments from the recorded date of death, regardless of when the notification reaches Centrelink.

Any payments deposited into the deceased's bank account after the date of death are classified as debts owed to the Commonwealth. The debt recovery team will contact the deceased's financial institution directly and arrange automatic clawback of the overpayments from the frozen account.

If funds in the deceased's bank account are no longer available, contact Services Australia and the bank promptly about how any remaining Commonwealth debt will be handled.

The gap between the date of death and the notification date is where the damage accumulates. For deaths in the Philippines, that gap can stretch to weeks or months because the family is consumed by local documentation and repatriation logistics, and the Centrelink call never feels urgent until the clawback letters arrive.

How to Notify Services Australia

Contact Centrelink International Services directly on 13 16 73 (within Australia) or +61 3 6222 3455 (from overseas). The line operates during Australian business hours, Monday to Friday.

You will need:

  • The deceased's full name and date of birth
  • Their Centrelink Reference Number (CRN) — found on any Centrelink letter or their myGov account
  • The date and location of death
  • Your relationship to the deceased and your own identification

Services Australia says to notify it within 28 days by calling, submitting the Advice of death form (SA116), or visiting a service centre. For an overseas death, use its international contact channel. The form records the deceased's identity, date of death, reference numbers if known, and executor or administrator details. Ask Services Australia what Philippine death evidence it requires for this case; do not assume that an LCR copy is sufficient or that an Apostille is unnecessary. Continue the PSA certificate and authentication process for later Australian probate, banking, and government claims.

Bereavement Payment and Lump Sum

Services Australia may issue a bereavement payment to the surviving partner or nominee. The amount and eligibility depend on the deceased's payment type and the survivor's circumstances.

If the deceased was receiving the Age Pension and had a surviving partner also receiving a Centrelink payment, the partner may receive a lump-sum bereavement payment. It is usually calculated as the couple rate minus the new single rate over a 14-week period.

If the deceased was receiving Disability Support Pension, the bereavement calculation differs. Ask Services Australia whether you need to make a claim or provide further documents; not every bereavement payment is automatic.

Ask the Centrelink officer about bereavement assistance during the notification call. They will confirm eligibility and explain the payment timeline.

Medicare, DVA, and the Domino Effect

The Advice of death process updates Services Australia's Medicare and Centrelink records. If you need to discuss the deceased's Medicare card or record separately, contact Medicare on 132 011.

If the deceased was a veteran receiving Department of Veterans' Affairs payments, notify DVA independently on 1800 VETERAN (1800 838 372). DVA operates its own bereavement process, separate from Centrelink's.

The ADNS gap still leaves agencies outside Services Australia's Advice of death process to be contacted separately, with their own hold times and document requirements. The ADNS was designed to eliminate this friction, and it simply does not function when the death certificate comes from a foreign civil registry.

What Happens to Ongoing Concessions

Centrelink payments often carry attached concessions: the Pensioner Concession Card, the Commonwealth Seniors Health Card, council rate rebates, utility discounts, and public transport concessions. The effect of the deceased's payment ending depends on the particular card or concession, so ask Services Australia whether a surviving partner's card remains valid or needs replacement.

If a surviving partner holds a concession card linked to the deceased's payment (common with couple-linked concessions), that card may also be cancelled. The surviving partner should ask during the notification call whether their own concession status is affected and whether they need to reapply under their own entitlements.
