Registering an Overseas Death in the UK — Turkish Death Certificate Process
You Don't Have to Register — But You Might Want To
A death that occurs in Turkey does not legally need to be registered in the UK. The apostilled Turkish Formül C — the multilingual death certificate issued by the Nüfus Müdürlüğü — can be used to start UK probate and asset administration, but individual institutions may also request a certified English translation and the original Turkish Ölüm Belgesi.
But some families want a UK-format death certificate anyway. Banks and insurance companies sometimes make it harder than necessary to process foreign documents, and having a familiar English certificate can simplify estate administration. It also creates a permanent record in the UK General Register Office files.
The Two Routes
Tell Us Once (for UK residents who died abroad temporarily)
If the deceased was normally resident in England, Scotland, or Wales and was in Turkey temporarily — a holiday, a visit, a medical trip — the executor can use the Tell Us Once service. This is accessed through the local register office where the deceased lived.
Tell Us Once notifies DWP, HMRC, the Passport Office (HMPO), DVLA, and the local council in a single step. The registrar verifies the foreign death certificate (the apostilled Formül C) and issues a unique reference number that unlocks the multi-agency notification.
Tell Us Once does not create a UK death certificate. It simply notifies agencies that a death has occurred. For a UK-format certificate, you need the Overseas Registration Unit route below.
Tell Us Once is unavailable if the deceased was a permanent expat living in Turkey. In that case, each UK agency must be notified individually.
Overseas Registration Unit (for a UK-format certificate)
The Overseas Registration Unit (ORU) in Milton Keynes handles voluntary registration of deaths that occurred abroad. The next of kin can apply for a UK-format record.
The application requires:
- The deceased's British passport (or proof of British nationality)
- The original Formül C from the Nüfus Müdürlüğü, with a Hague Apostille obtained from the Kaymakamlık
- A certified English translation if the local death certificate is monolingual (the Formül C includes English, but the Ölüm Belgesi does not)
- The application fee: £150 for the registration, plus £50 for each certified copy of the resulting UK death certificate
Processing takes around three working days once all documents are received. The registration is then transmitted to the General Register Office within 12 months, creating a permanent record.
Which Documents to Prepare in Turkey
To avoid delays, get these documents before leaving Turkey:
The Formül C — multilingual certificate from the Nüfus Müdürlüğü. This records the fact, date, and place of death in Turkish, English, French, German, and other languages. Does not include the cause of death.
The Hague Apostille — obtained from the Kaymakamlık (District Governorate). This stamp authenticates the civil registrar's signature. Without it, some UK institutions question the certificate's validity.
The Ölüm Belgesi — the medical death certificate, issued by the treating doctor, municipal doctor, or forensic institute. This is the only document that records the clinical cause of death. It's in Turkish only, so you need a certified translation.
The certified English translation — by a sworn translator registered with a Turkish notary public (Noter). The translator must translate both the document content and the apostille stamp, and the translation must be notarised at the Noter.
UK registrars and the ORU may ask for the Ölüm Belgesi translation in addition to the Formül C, especially if they need to verify the cause of death.

Common Problems
The registrar won't issue a Tell Us Once reference without verification. Some local registrars are unfamiliar with foreign death certificates and refuse to process them until they've consulted with colleagues or the GRO. This can add days. Bringing the apostilled Formül C (which includes English text) alongside the translated Ölüm Belgesi usually resolves the hesitation.
Documents left in Turkey. If the family returned to the UK without securing the apostilled Formül C, obtaining it remotely is difficult. The apostille can only be applied at the Kaymakamlık in the district where the death was registered. A Turkish lawyer or the original funeral director may be able to obtain it on the family's behalf, but this adds weeks and additional fees.
