DIC — Dependency and Indemnity Compensation for Surviving Spouses
When a veteran's death is connected to their military service — whether it happened on active duty or decades later from a service-connected disability — the surviving spouse is entitled to Dependency and Indemnity Compensation (DIC). It's a tax-free monthly payment from the VA, and it's separate from any Survivor Benefit Plan (SBP) annuity through DFAS. Many surviving spouses don't know about one or both of these, or they confuse them with each other.
2026 DIC Rates by Pay Grade
DIC is calculated based on the veteran's pay grade at the time of death. The 2026 monthly rates:
Enlisted: E-1 through E-6: $1,699.36. E-7: $1,758.09. E-8: $1,856.02. E-9: $1,935.72 (Special Senior Enlisted: $2,089.58).
Warrant Officers: W-1: $1,794.49. W-2: $1,865.80. W-3: $1,920.33. W-4: $2,032.23.
Officers: O-1: $1,794.49. O-2: $1,856.02. O-3: $1,983.26. O-4: $2,102.15. O-5: $2,313.37. O-6: $2,608.49. O-7: $2,815.45. O-8: $3,092.41. O-9: $3,307.79. O-10 (regular): $3,628.08. O-10 (special chief of staff): $3,893.83.
These are base rates. Additional monthly allowances stack on top:
- Transitional benefit: $359.00/month for the first two years if there are dependent children under 18
- 8-Year provision: $360.85/month if the veteran was rated totally disabled for at least eight continuous years before death and married to the surviving spouse during that period
- Aid and Attendance: $421.00/month if the surviving spouse requires daily assistance
- Child apportionment: $421.00/month per dependent child under 18
DIC Eligibility
The surviving spouse qualifies if:
- The veteran died on active duty, or
- The veteran's death resulted from a service-connected injury or disease, or
- The veteran was rated 100% disabled (or receiving total disability based on individual unemployability) for at least 10 continuous years before death
The surviving spouse must have been married to the veteran at the time of death. Remarriage after age 57 doesn't disqualify the spouse from continuing to receive DIC.
Military Retired Pay Stops Immediately
This catches families off guard. Military retired pay does not continue through the month of death — it stops on the exact date. Any deposits that hit the bank account after the date of death are automatically reclaimed by DFAS. This can drain the checking account the surviving spouse depends on for immediate expenses.
Call DFAS at 1-800-321-1080 as soon as possible after the death to report it and prevent overpayment accumulation. You can also report through the askDFAS Notification of Death portal online.
Along with stopping retired pay, DFAS initiates two parallel processes:
- Arrears of Pay (AOP): Any retired pay earned but not yet disbursed (from the first of the month through the date of death) is paid to the surviving spouse via SF 1174.
- SBP annuity: If the veteran elected the Survivor Benefit Plan during retirement, the surviving spouse begins receiving the SBP annuity. The application is DD Form 2656-7.

DIC vs. SBP — They're Separate
DIC comes from the VA. SBP comes from DFAS. They're different programs with different eligibility criteria and different application processes.
Until recently, receiving DIC would reduce SBP dollar-for-dollar — effectively canceling one benefit. The SBP-DIC offset was fully eliminated as of January 2023, so surviving spouses now receive both payments in full.
This means a surviving spouse of an E-7 retiree who elected SBP could receive both the SBP annuity (55% of covered retired pay) and DIC ($1,758.09/month) simultaneously.
VA Survivors Pension (Non-Service-Connected)
If the veteran's death was not service-connected, the surviving spouse of a wartime veteran may qualify for the VA Survivors Pension instead of DIC. This is a needs-based benefit with a net worth limit of $163,699 (December 2025 through November 2026). The pension provides monthly income to low-income surviving spouses.
Filing the Claims
DIC is filed through VA Form 21P-534EZ (Application for DIC, Death Pension, and/or Accrued Benefits by a Surviving Spouse or Child). Submit through a VA regional office or through an accredited VSO.
