The Indian Embassy or Consulate in each Gulf state is the central node connecting the host country's death registration system with India's repatriation and estate settlement machinery. What the Consulate Does

Step 1 — Death Registration: The representative submits the legalized local death certificate, the deceased's original Indian passport, and the completed "Proforma for Registration of Death." The consulate registers the death under the Foreign Marriage and Consular Services rules. This registration is separate from the local GCC death certificate — it creates an Indian government record of the death abroad.

Step 2 — Passport Cancellation: The consulate permanently cancels the deceased's Indian passport. This is not optional — the cancelled passport is a mandatory document for the eCARe portal, airline cargo booking, and multiple Indian claims processes (EPFO, bank, insurance).

Step 3 — NOC Issuance: The consulate issues a repatriation No Objection Certificate, authorizing the export of the remains from the Gulf state and their entry into India. Without this NOC, the issuing airline cannot complete the casket's cargo clearance, and the eCARe portal application is incomplete.

All three steps are free of charge in the UAE and Qatar. Saudi Arabia charges a nominal SAR 12 registration fee.

Qatar's Single-Window Advantage

In Qatar, the Indian Embassy is integrated into the Humanitarian Services Office behind Hamad Hospital. The HSO puts all agencies — HMC (hospital), Ministry of Public Health, Ministry of Interior, the embassy, and Qatar Airways — under one roof. The representative can complete consular registration, police clearance, residency cancellation, and cargo booking in a single visit. This makes Qatar the fastest corridor: natural-death cases typically clear in 2–3 working days.

When the Embassy Intervenes Beyond Documentation

The consular wing does more than process paperwork. In cases where the employer is unresponsive or the sponsor is uncooperative (particularly common in Saudi Arabia), the embassy can:

• Contact the employer directly on behalf of the family
• Escalate non-compliance to the host country's labour ministry
• Arrange ICWF (Indian Community Welfare Fund) assistance for families who cannot afford repatriation costs
• Connect families with local community volunteers or NGOs who can physically visit the mortuary, police station, and airline cargo desk

Documents the Embassy Cannot Issue

The consulate handles the death-abroad administrative corridor, but it does not issue the Indian Legal Heirship Certificate (that comes from the Tehsildar or SDM in India), the Succession Certificate (civil court only), or any insurance or banking claim documentation. Those processes begin after the remains arrive in India or run in parallel back home.
