Which Mission Handles Your Case

Deaths in Abu Dhabi and Al Ain are registered at the Embassy of India in Abu Dhabi. Deaths in Dubai and the Northern Emirates go to the Consulate General of India (CGI) in Dubai. Both missions operate 24/7 emergency phone lines for death cases — call as soon as you have the police or hospital report.

What the Consular Mission Does (and Does Not Do)

The mission will:

• Issue the official Consular Death Registration Certificate
• Cancel the deceased's Indian passport and return it to the family for estate settlement
• Issue a No Objection Certificate (NOC) for repatriation of remains or local burial/cremation
• Provide financial support through the Indian Community Welfare Fund for distressed families who cannot afford embalming and cargo costs

The mission will not:

• Act as an executor or administrator of the deceased's estate
• Locate or inventory personal or corporate assets in the UAE
• Pay personal debts, loans, or credit card balances
• Investigate the cause of death or contest local forensic findings

Documents You Need to Bring

To register the death and cancel the passport, the consular mission requires:

• The UAE death certificate (MOFA-attested)
• The deceased's original passport and visa pages
• The sponsor/company letter (Annexure 11) confirming date and cause of death, visa cancellation status, and the deceased's unpaid salary and gratuity
• The passport of the person accompanying the remains (if repatriating)
• Next-of-kin authorization — either in person at the mission or via a notarized letter from India

Proving Next-of-Kin Authority

Consular officers release the passport and issue NOCs only after receiving formal authorization from the primary legal heir. The hierarchy is strict: surviving spouse first, then adult children, then parents, then siblings.

If the primary next of kin is in the UAE, they execute the authorization letter (Annexure 12 in Abu Dhabi, or the CGI Dubai Kin Authorization Form) in person at the mission. If the next of kin is in India, they draft the letter on stamp paper, get it notarized by a local notary public, and email a scanned copy directly to the mission. The letter must explicitly name the representative who will take physical custody of the remains.

Why Timing Matters

The consular registration is the gateway to everything else. Without the cancelled passport and consular NOC, you cannot apply for eCARe clearance, book airline cargo, or proceed with local cremation or burial.
